Type the lowest number in "Min" and the highest in "Max". For a random number between 1 and 100, use 1 and 100. Negative numbers work too.

Yes. Numbers come from crypto.getRandomValues, the browser's cryptographic generator, not Math.random. We use rejection sampling: whenever a raw value would fall in a slice that favours some numbers (modulo bias), it is discarded and redrawn. Every number in the range therefore has exactly the same probability, and each draw is independent of the last.
The result is fixed before the rolling animation starts; the animation is only visual. Nothing is sent to a server: the whole draw happens on your device.
Tick "No repeats" before clicking Generate. Each number in the range will appear at most once. The quantity can't exceed the size of the range (for example, at most 60 numbers from 1 to 60).
